Corruption of BFF, who are responsible?

FIFA, the highest governing body of world football has banned General Secretary of Bangladesh Football Federation (BFF) Abu Nayeem Shohag for two years from all kind of activities of football. Shohag has been fined Taka 12 lakh for his corruption.
President of BFF Kazi Salahuddin announced that the banned Shohag will never be seen again around BFF. He also said Shohag himself is responsible for the scandal. He will not take any responsibility as President.
"My officer has made a mistake - this is how I see and take the matter. It is common knowledge that FIFA has banned him for abuse of power. So it's his responsibility," Kazi Salauddin told the media after an emergency meeting of the Executive Committee of BFF on Monday.
Abdus Salam Murshedi, Senior Vice-President of BFF and Head of the Finance Committee, also spoke at the press conference. At that time, he claimed that there was no corruption in BFF.
Murshedi also refused to take responsibility for Shohag's scandal and said, "We will not take any responsibility. It is not the responsibility of the Finance Committee of the Bangladesh Football Federation. He didn't follow the process, he didn't follow the compliance, We would say."
FIFA found that BFF General Secretary Abu Nayeem Shohag had submitted false statement and he failed to submit proper financial report.
The probe report of FIFA found irregularities in financial report, which was submitted by Shohag. FIFA did not claim any irregularities against BFF boss Kazi Salahuddin. But Shohag performed his job under supervision of Kazi Salahuddin. So, Kazi Salahuddin cannot avoid his responsibility. If anybody says that Kazi Salahuddin is also indirectly connected with corruption, can Kazi Salahuddin deny his responsibility?
After Shohag has been banned from all sorts of activities of Football, the BFF has appointed Imran Hossain as the Acting General Secretary of BFF. Before taking this post, Imran Hossain has been working as personal secretary of BFF boss for six years.
The BFF indirectly stated the nonprofessional officials are responsible for submitting audit report of BFF to FIFA.
But FIFA said financial irregularities have been rolling on since 2016. FIFA warned BFF for several times.
President of BFF Kazi Salahuddin said, " After reading the 51-page verdict, I think those who submitted the financial report of BFF to FIFA are not cautious. The officials of Financial Department of BFF failed to show responsibilities and were not careful to their job."
BFF discuss for the resignation of some officials of Finance Department of BFF. Senior Vice-President of BFF Abdus Salam Murshedy is the Chairman of Finance Committee of BFF. So, Abdus Salam Murshedy can not avoid his responsibility.
